Hong Kong Monetary Authority (HKMA) - Press Release on "Bank account opening and maintenance"

AustroCham is pleased to announce the Hong Kong Monetary Authority (HKMA) launched on March 24, 2017 a webpage on its website (http:// www.hkma.gov.hk/eng/other-information/ac_opening.shtml) and a dedicated email account (accountopening@hkma.gov.hk) to receive comments and answer queries regarding opening and maintenance of bank accounts.

The newly launched HKMA webpage contains useful information about account opening and maintenance procedures, documentation and information requirements and contact details of banks. It also provides information on what banks should not do when processing account opening applications, and useful tips for reference of the unsuccessful applicants. There is also a “What’s New” section to provide updates of banks’ recent initiatives regarding account opening and maintenance. The webpage will be updated from time to time. The dedicated email account facilitates the public to share views and/or specific cases for appropriate follow-up actions by the HKMA. This is on top of the complaint handling mechanism that is currently in operation. The specific feedback gathered would help the HKMA and banks in considering further areas for improvement. Free Trade Agreement Transhipment Facilitation Scheme (FTA Scheme)

On 20th December 2015, Customs & Excise Department launched the Free Trade Agreement Transhipment Facilitation Scheme (FTA Scheme).

This voluntary scheme aims to enrich the facilitation services provided under the Economic Cooperation Framework Agreement (ECFA) and facilitate more transhipment cargo in Hong Kong to enjoy preferential tariff of concerned importing countries through the provision of Customs supervision services and issuance of Certificate of Non-manipulation.

European Chamber of Commerce Business Councils Position Papers for 2016 are out

The Business Councils of the European Chamber of Commerce in Hong Kong (ECC) have produced the ECC Position Papers for 2016. The Position Papers address the regulatory and business environment in Hong Kong, and provide recommendations to Hong Kong and European Union based hereon.

With these Position Papers ECC wants to facilitate an open and constructive dialogue to make Hong Kong business environment more competitive, encourage more European businesses to set up and expand their operations in Hong Kong, and to enhance Hong Kong as a vital business hub in Asia and the main business gateway to Mainland China.

ECC Business Councils bring together professionals from the 1600 European companies operating in Hong Kong. When preparing the Position Papers, the Councils also consulted experts and professionals in the respective fields, as well as the EU office in Hong Kong.

The Position Papers are produced as part of the European Union Business Information Programme (EUBIP) contracted with the European Union. The opinions expressed in the Position Papers are these of the respective Councils, and do not represent the official positions of the European Union or its associated entities.

Following ECC Business Councils have produced a Position Paper for the year 2016:

• Financial Services Business Council
• European Brands Protection Business Council
• Information and Communication Technology Business Council
• Environmental and Energy Business Council

About the Councils:

The objectives of the Councils are to discuss policy, regulatory, and market access issues between Hong Kong and the EU, to disseminate information on changes to the EU regulatory systems on matters of concern, to provide input for European Chamber activities, and to contribute to lobbying efforts on behalf of European businesses. In addition to this, councils meet regularly with relevant Hong Kong authorities, as well as European Union Office in Hong Kong to discuss other matters.

Given that the ECC operates as a chamber of chambers, an important principle of the Business Councils’ operations is that their work is aligned with the national European Chambers in Hong Kong, in particular where those chambers have sectoral committees or councils which correspond to the ECC Business Councils. Accordingly, National Chambers and their sectoral committees are encouraged to actively participate in the Councils where appropriate.

There are five business councils

• ECC Financial Services Business Council (FSBC)
• ECC European Brands Protection Business Council (EBPBC)
• ECC Information and Communication Technology Business Council (ICTBC)
• ECC Environmental and Energy Business Council (EEBC)

About the European Chamber of Commerce:

Election of the Federal President 2016

In case you have registered for the current Austrian Elections for the Federal Presidency on or before 24.03.2016 and in case you will cast your ballot on the occasion of the runoff-election for the Austrian
Federal Presidency in the coming days and forward the envelope with the ballot card to the Austrian Consulate General, please be informed that the Consulate General will be closed on May 16 (Whitmonday).

However it will be possible for you to hand in the ballot card on Withmonday (and respectively during the weekend prior to it as well) by dropping the envelope into the mail-box next to the entrance door of the Consulate General (on the 22nd floor of the Chinachem Tower).

The very last opportunity for handing in the envelope with the ballot card will be on Tuesday, May 17 2016 (before 12.00 noon).

Alternatively, all voters have the possibility to send their ballot immediately and directly to your respective municipality back home in Austria (stamp fees will be paid by the respective recipient).

Working Holiday Scheme between Austria and Hong Kong

Young people from Austria and Hong Kong, aged between 18 and 30 (annual quota of 100 persons), will be able to travel to each other’s country/region, find a job and work there for up to 6 months when having been issued the appropriate working holiday visa.

This is a step further in deepening the exchange between Austria and Hong Kong on all levels, and will open the door for more opportunities for the young generation.

Ethnic Minorities in HK - German speaking group in Hong Kong (EP3)

Hong Kong is truly a world city. Here you can find nationalities from all over the globe. According to the 2011 census, there are 451,000 ethnic minorities living in Hong Kong, making up 6.4% of the total population. It is a threefold increase from ten years ago.

This series documents the lives of ethnic minorities with long-term residency in Hong Kong, especially how they live among the local Chinese. The subjects include the grassroots, those who have a certain degree of success in their careers and the professionals. It weaves a picture of joy and sorrow, of frictions, disputes and mutual support.

The series delves into the history, religion, culture, education, career, entertainment, friendship, marriage, and food of the ethnic minorities in Hong Kong. The goal is for viewers of different nationalities and racial origins to understand how to live with each other by breaking down the wall of language and cultural differences, and to live with each other with understanding and without prejudice.

Deputy Mayor Vassilakou will talk about the recently adopted framework strategy on Vienna’s Smart City visions and goals until 2050 and expand on Vienna’s approach and definition of a “Smart City.” The framework strategy is the first of its kind worldwide. She will also discuss the history and the lessons learned by using incinerators in Vienna making the connection to another pressing issue of interest to Hong Kong – “waste to energy”, particularly energy planning and biofuels. In addition, Vassilakou will talk about citizen participation as a precondition for success of any innovative urban planning endeavour. Vienna consistently ranks high in various empirical assessment studies (including the no. 4 Green City in Europe in Siemens Green City Index 2014). Underlying this achievement is a comprehensive and holistic strategy of innovative urban planning and project implementation, which links ICT technology, “green” policies, social policies and public consultation processes.

Ms.Vassilakou became a member of the Vienna Provincial Parliament in 1996 and the Head of the Parliamentary Group of the Green Party in 2004. She is currently Deputy Mayor of the City of Vienna and Deputy Governor of the Federal State of Vienna. She is responsible for urban planning, traffic and transport, climate protection, energy and public participation within the city.

This event has been coordinated with the Austrian Consulate General in Hong Kong.

Concessionary Scheme for Small and Medium Enterprises on Postage Rebate

Information from Hongkong Post
Hongkong Post will adjust principal postage rates with effect from 1 October 2013. To provide some time-limited relief to small and medium enterprises (SMEs) in Hong Kong, Hongkong Post will provide a 5% rebate for the first $3,000 of stamps purchased or postage incurred by SMEs in Hong Kong during the three-month period from 1 October to 31 December 2013.

All companies in Hong Kong with a valid Business Registration Certificate are eligible for the rebate if they meet Government’s definition of an SME. Registration will start on 2 September 2013 and end on 14 December 2013. Online registration at the Hongkong Post website (www.hongkongpost.hk) is encouraged for convenience and speed. Registration Forms can also be downloaded from www.hongkongpost.hk or obtained from all post offices from 2 September 2013.

All postage spending incurred for local and outbound postings as well as purchases of Hong Kong mint stamps made by successfully registered SMEs are eligible for the rebate. Customers that do not hold any accounts with HKP will receive a cash rebate. HKP’s account customers may choose between receiving a cash rebate or receiving the rebate through their accounts. The deadline for making cash rebate claims at post offices is 30 January 2014.

Volunteers welcome at the AustroCham booth at the German Swiss International School 2013 Christmas Bazaar

The Courtyard of the Upper Building, 11 Guildford Road, The Peak, HK
The GSIS Christmas Bazaar is on again on Saturday, November 30th, 2013 and AUSTROCHAM will, once again, be responsible for the Sekt booth.

For the information of the newcomers, this is another great party event - booths selling Christmas wares (Stollen, candles, wreaths, etc), food (Raclette, Sausages, Thai, Indian, waffles and so on) and drink (German and Swiss wines, beers, soft drinks, coffee/tea), and featuring the GSIS jazz band. It is a great atmosphere in a conducive environment and all funds raised go towards the GSIS School Fund. This is an annual event driven purely by volunteers in the form of the GSIS Mothers' Committee, and is an opportunity for the Austrian community to show our support for the school.

Booth opens from 10:00am to 4:00pm.  Mostly it is 2-hour shifts:

10:00 a.m. - 11:00 a.m.
11:00 a.m. - 12:00 noon
12:00 noon - 1:00 p.m.
1:00 p.m. - 2:00 p.m.
2:00 p.m. - 3:00 p.m.

Servus Hong Kong Austrian book project

As you know the Austrian Trade Commission, the Austrian Chamber of Commerce Hong Kong (AustroCham) as well as some illustrious representatives of the Hong Kong and Austrian society are publishing a new edition of the book “Servus Hong Kong” this year.

Austria has a long history in Hong Kong. As early as 1791, Austria had diplomatic representation in Canton. Since 1961 Austria has been represented economically and diplomatically in Hong Kong being one of the foreign pioneers in the region. We are planning to re-edit and publish “Servus Hong Kong” which is about the history and adventures of Austrians and their firms in Hong Kong, as well as of Hong Kong people and companies in Austria. Our goal is to create something worthwhile, possibly amusing, about Hong Kong - Austria interactions.

The book will be an enjoyable and historically important compilation of impressions, experiences and anecdotes rather than a commercial publication. As an important snapshot of Austria in the region “Servus Hong Kong” will also be a great gift.
 
Austrian institutions in Hong Kong, essay authors and a number of personalities have already agreed to support this project: Dr Rudolf Agstner (Diplomat and Historian), Johanna Arculli, Dr Brigitte Blaha (Austrian Federal Ministry for Foreign Affairs), Wilhelm Brauner (AustroCham), Dr Gordian Gaeta, Prof Albert König, Anthony Hardy, Thomas Lai, Dr Michael Moser, Christian Rhomberg, Christian Schierer (Austrian Trade Commission), Dr Helmut Sohmen, Henry Steiner and Lothar Wesemann.

HKTDC Executive Director Mr Fred Lam will lead a high-level business delegation to two major cities of Shandong (山東省), namely Zibo(淄博) and Weihai(威海), to help relevant industry sectors and overseas companies based in Hong Kong explore business potential in Shandong.

Eigener Reisepass für Kinder erforderlich
Kindermiteintragungen im Reisepass der Eltern sind ab 15. Juni 2012 ungültig!

Jedes Kind benötigt ab 15. Juni 2012 für Auslandsreisen einen eigenen Pass oder – sofern es nach den Einreisebestimmungen des Gastlandes zulässig ist – einen Personalausweis. Die Eintragung im Reisepass eines Elternteils gilt ab diesem Zeitpunkt nicht mehr. Auch dann nicht, wenn der Pass noch länger gültig sein sollte.

Das Prinzip „Eine Person – ein Pass“ wurde von der Europäischen Union unter anderem als Schutzmaßnahme gegen den Kinderhandel eingeführt.

In der EU wohnhafte Auslandsösterreicher/innen können einen Reisepass bei der zuständigen Berufsvertretungsbehörde ihres Hauptwohnsitzes beantragen, aber auch in jeder österreichischen Botschaft und jedem österreichischen Berufs(general)konsulat innerhalb der EU.

Für Auslandsösterreicher/innen, die ihren Wohnsitz im NICHT-EU-Ausland haben, kann die Ausstellung eines gewöhnlichen EU-Reisepasses bei der zuständigen österreichischen Berufsvertretungsbehörde ihres Hauptwohnsitzes im Ausland, aber auch bei einer geographisch ihrem Wohnsitz näher gelegenen Botschaft bzw. einem Berufs(general)konsulat beantragt werden, auch wenn diese bzw. dieses sich nicht im Staat, in dem sich der Hauptwohnsitz befindet, liegt.

Auch einige ausgewählte Honorar(general)konsulate können Anträge entgegennehmen. Für diese zusätzliche Serviceleistung muss allerdings eine zusätzliche Gebühr von 30 Euro eingehoben werden.

Ein Reisepass kann auch – unabhängig vom Wohnsitz – im Zuge eines Österreich-Aufenthalts bei jeder Bezirkshauptmannschaft bzw. Magistrat beantragt werden.

Bei einem Antrag im Inland sollten Auslandsösterreicher/innen beachten, dass auf Grund der Überprüfung der Staatsbürgerschaft (bei Auslandsösterreichern, die schon länger als 5 Jahre im Ausland leben) zu einer längeren Wartezeit kommen kann.

Wird ein Reisepass beantragt, werden auf dem Chip die personenbezogenen Daten und das Lichtbild gespeichert. Ab dem zwölften Lebensjahr werden auch die Fingerabdrücke erfasst.

Die Gültigkeitsstufen von Reisepässen für Kinder bleiben gleich:

Bis zu einem Alter von zwei Jahren wird ein Reisepass mit einer zweijährigen Gültigkeitsdauer ausgestellt. Ab dem zweiten Geburtstag wird ein Reisepass mit einer fünfjährigen Gültigkeitsdauer ausgestellt. Ab dem zwölften Geburtstag wird ein Erwachsenenpass für jeweils zehn Jahre ausgestellt.

Der Reisepass für Minderjährige ist bis einschließlich des zweiten Geburtstags bei Erstausstellung (ausgenommen Expresszustellungen) gebührenfrei, kostet danach 30 Euro und ab dem zwölften Geburtstag 76 Euro.

Amidst economic turmoil and financial speculation in the EU region, the recent EU Summit held in October 2011 has set ambitious goals of recovery, financial stability and sustainable job creating growth. A stronger and deeper union, both fiscal and economic is advocated by EU leaders, together with bank recapitalization and sustainability of public finance. Big steps are being taken in such direction, such as the creation of new pan-European entities (e.g. EFSF), but are these measures enough to contain the public debt crisis?

The Greek referendum on the bailout has opened the debate on the prospects of the EU in the mid-term and our guest speaker will analyze the potential economic and political scenarios in the coming years. Is the disintegration of the EU possible, or on the contrary, will the adversity strengthen the region and move towards a more federal union?
